FCC activities affecting the local loop and wireless
Required ILEC unbundling
The dust settled, the September 1998, FCC unbundling, followed by the Jan., 1999 Supreme Court hearing regarding the 1996 Telecommunications Act.
Essentially, ILECs must provide access to unbundled network elements(UNEs) such as :
1. Loops ( this would include the high-capacity and adverced service loops as well as xDSL-capable loos, dark fiber, inside wire where it is ILEC owned, and even to subloops, where there is an accessible point.
2. Netork interface devices that are used to connect loop facilities to inside wiring
3. Local Circuit Switching. but large customers (>=4 line users) in the 50 largest MSAs are excluded.
4. Dedicated interoffice transmission facilities, or transport, which includes dark fiber, and shared transport or interoffice transmission facilities where more than one carrier uses it for local circuit switching.
5. Signaling, call-related databases and service related databases.
6. Operations systems: like maintenance, billing, repair
